A MELBOURNE man has lost his bid to become a brothel manager because an allegation he slept with a prostitute showed he was unsuitable for work in the sex industry.
Kiet Giang, 36, has been stopped from managing brothels after regulatory authorities said he was rude to customers, slept with a prostitute and threatened owners while working as a receptionist at brothels in Melbourne's east.
Mr Giang took his fight to VCAT last month, but lost after former bosses said CCTV footage showed he had left his post for a dalliance with a prostitute.
"The evidence before me leads me to the conclusion that the applicant is not of good repute and not of good character when it comes to working as a manager in the sex industry," VCAT found.
Mr Giang is a commerce graduate who decided to pursue a career in brothels after becoming bored with accounting.
He started work at a brothel called Sin City in 1998, then the "Rose", and then another called "Club 8", which he took credit for turning into a successful business
"He said he had a lot of friends who were Indian taxi drivers and they passed the word around between themselves. He said that, as a result of him working at those premises for two or three months, the business became a good business and it started to employ quality girls and the number of clients increased," VCAT heard.
But the tribunal also heard he was threatening towards the owner, abused sex workers and allegedly left the brothels unattended.
VCAT backed the Business Licensing Authority's brothel manager ban.
"The applicant has a lack of judgment, balance and insight. This was amply demonstrated during the hearing by not obeying my instructions and maintaining he had done nothing wrong," VCAT ruled.
