TRAVELLERS suspected of having links to Islamic State terrorists are being stopped daily at airports by counter-terror teams.

But some Islamic groups have hit out at the actions, saying many of those being stopped are then allowed to board planes hours later.

The deputy chief of border enforcement at the Customs and Border Protection Service, Roman Quaedvlieg, told the Herald Sun counterterrorism teams were stopping anybody carrying suspicious material in their baggage.

"We are intercepting people daily, people who are travelling inbound or outbound.

"We either deal with them ourselves or hand them over to one of the national security agencies for an assessment.

"If you have a bunch of undeclared cash, military equipment and IS extremist material on your phone, there is a good chance you are biased or sympathetic to the IS caliphate and intent."

The Islamic Council of Victoria said that five people had been stopped at Melbourne Airport alone in the past month, but had been allowed to travel hours later.

They included a woman, 60, who was asked questions about her adult children.

Another man was stripsearched after returning from the Middle East. And two more men were questioned for five hours before being allowed to fly to Lebanon.

Islamic Council of Victoria executive member Almir Colan said that the added attention at the borders was causing angst for Muslims.

"It's very concerning. People don't know if they should book flights," he said. "People are confused. They don't know what to do."

Mr Quaedvlieg said counter-terrorism teams would do everything in their power not to disrupt lawful travellers.

"While we won't be going into specifics of individual cases, our officers do not stop travellers indiscriminately," he said.

"We are developing community engagement programs to ensure the travelling community are informed about our national-security-focused processes at the border.

"Our interest is not to prevent or disrupt the legitimate traveller. We want to identify persons of national security interest who are going to go and fight in foreign conflict arenas.

"We want to identify and check them on their way back in … have a conversation with them, check they haven't committed any offences under the Foreign Incursions Act or terrorism acts," he said.
